  • Saint Johns County infractions are common because people frequently are unaware that what they are doing is illegal. For example, a citizen might not know that it's against the law to park a vehicle outside their garage without a valid tag. Once they are aware of the rules, the majority of people are willing to follow them.


  • Most people have little trouble understanding why safety and health rules are necessary. The fall in property values, visual clutter, and diminishing quality of life are more difficult concepts.

Architectural Guidelines for Home Exterior Changes & Repairs

What you are allowed and not allowed to do with your home's exterior is outlined in the Architectural Guidelines (download below).  Almost everything that alters how others perceive your home requires PRIOR authorization from the HOA.


You must submit the Architectural Review Request Form for approval before making any outside modifications. Your HOA dues must be current prior to submitting your request. 

Requests must be submitted at least 48 hours before the next Architectural Review (ARC) Meeting in order to be promptly considered. Last-minute entries will be added to the agenda for the next month.

Rules & Regulations

 The Meadows at Saint Johns Owners Association, Inc. ("The Meadows" or the "Association") has established  rules in order to maintain consistency throughout the neighborhood, maintain high property values, and safeguard the community's residents, homeowners, and their investment.  


The Board of Directors ("BOD") adopts and the Association enforces the Rules and Regulations.  The adopted Rules and Regulations are not an amendment to the Association's Declaration of Covenants, Articles of Incorporation, or Bylaws (collectively, the "Governing Documents"); rather, they are subject to change over time By the Board of Directors. In addition to the Rules and Regulations, the Governing Documents, Architectural Guidelines, and Florida Statutes, Chapter 720, also apply to The Meadows. 


Contacting BOD members at their residences, places of employment, or in public locations is not appropriate.  Directors and Officers are not to be intimidated or threatened in relation to Association issues.


If you have any questions about the present standards or have any recommendations, feel free to voice them at our monthly and/or annual meetings, the dates for which may be found on the home page. The HOA has a responsibility to serve and represent the entire neighborhood. With the assistance of resident input and involvement, our neighborhood will remain one of the most desirable places to live.

Covenants and Guidelines

Covenants and Guidelines:

  • The covenants are the homeowner's association's governing documents that contain the rules, regulations, and all other contractual terms that members are bound by.
  •  The Declaration of Covenants, Conditions & Restrictions (CC&Rs) is a legal contract between the Developer and the buyer that specifies certain rights, liabilities, and commitments governing the use and occupancy of the property. The Declaration of Covenants runs with the land, is conveyed to new owners at closing, and Florida law presumes that each owner and all subsequent owners of the property have knowledge of its provisions.
  • Studies have found that when in the market for a new home, it is best to look for a community with rules and regulations, i.e., covenants. The more realistic and comprehensive the rules, the more desirable the community will be. 
  • We all must continue to respect the covenants and the rights of our neighbors. Only through cooperation and respect can we continue to maintain and enhance the appearance of The Meadows at World Golf Village.
  • The key word is Respect. There is a process to follow when alterations to a home or property are contemplated and we must adhere to it. 
  • There are covenants that govern the appearance of one's home and we must obey them. The covenants are very clear, very fair, and it is obviously in everyone's best interest to see that they are enforced.
  • As long as we homeowners keep thinking "We" and not "I", The Meadows at World Golf Village will continue to be considered one of the desired places to reside in the area.

No Fishing or Swimming in Our Ponds

The Meadows at World Golf Village Board has determined that due to liability and homeowner's concerns of trespassing that fishing or swimming in our retention ponds is not allowed. The St. Johns Water Management Division states that these types of ponds were not designed for recreational activities such as boating, swimming or fishing. Grass carp are placed in our ponds at a cost to our HOA as a biological approach to aquatic weed control. The Florida Fish and Wildlife Commission oversees the placement and permitting of these types of fish. Grass carp should not be fished even as a catch and release as it is unlawful to remove or harm these types of fish.

Electrical Hazard

Attention Residents. We have been informed that children have been seen using the green electrical control boxes as play tables. Please note that the box has over 440 volts going to the electrical connections. St. Johns County Health Department would strongly discourage anyone from using this box as a table due to the electrical hazard. Please educate the children and anyone playing on or around these control boxes.

Please pass on to your folks to be leery  of individuals approaching homeowners and offering services like (tree work, roof repair, etc.).  We are having issues with illegitimate business offerings approaching homeowners and luring them outside while a second person goes in the unlocked home and commits a burglary or theft.

You can decrease the risk of passenger ejection or rolling your golf cart over by: 

  • Avoiding sharp turns at high speed 
  • Sitting in the cart correctly 
  • Driving safely
